24.     NORTH AMERICAN ENERGY STANDARDS BOARD
Liberty adopts or exceeds all of the Business Practices and Electronic
Communication Standards which were required by the Commission in 18 C.F.R.
Section 284.12(b) in accordance with Order Nos. 587, et al.  In addition to the
standards reflected in other provisions of this FERC Gas Tariff, the following

Recommendation R03035(A) in accordance with the 2004 Annual Plan Item 2 FERC
 Order 2004 and 2005 Annual Plan Item 8 (May 3, 2005) (Affiliate Order
Standards): 4.3.16, 4.3.18, 4.3.22, 4.3.23, and 4.3.25. The following
standards were adopted by the NAESB Wholesale Gas Quadrant in
